The Battlefords Skating Club Member Information

GENERAL CLUB AND ICE RULES

  • Personal space

    - Falling down getting up. Get up as soon as possible to avoid collisions
    - Respect everyone's personal space
    - Watching the flow of traffic on the ice surface is important to avoid collision
    - Priority on ice: 1st = Coaches; 2nd = Skaters getting lessons or doing programs; 3rd = Everyone else skating
    - Standing around is not acceptable

  • Appropriate Language at all times
  • Good manners and respect for all others at all times
  • No food on ice surface
  • Juice or Water only
  • Playing music fairly and in turn by request.

    - The assigned parent player will keep list of requested order of music
    - Coaches may bump in line
    - If there is no music player skaters are expected to be fair and honest about order of music
    - No music with questionable lyrics and language will be allowed to be played.
    - Skaters may bring their own music to rink to play at their own risk.
    - Personal music will be played at the discretion of the head coach and parent who is supervising with consideration given to the kind of session being skated.

  • Video Camera and Harness

    - When available only the coaches and a parent are responsible for their use.

  • Skaters and Parents are responsible for checking when lessons are.
    • Information is available in handouts or lesson book.
  • For Senior or any skaters taking private, semi private or private group lessons, you may be charged for these lessons if you do not give prior notice of cancellation or if not on the ice at the time your lesson is scheduled for.

  • Any complaints must be directed to head coach or executive member. You may be asked to put your complaint or concern into writing and submit it.
  • All skaters and parents are responsible to read information boards or handouts in order to keep up to date with club activities.

**Parents at all age levels will not be allowed to block entrances onto the ice.

POLICY NOTES:

  1. Registration fees are to be paid or funding is to be in place before skaters are allowed on the ice. It is the parents/skaters responsibility to find funding - executive are not required to pursue funding for skaters, but will assist in the attainment of funding ie. Kidsport.
  2. NSF cheque fees are $30.00 per cheque.
  3. Skaters are expected to change and put on their skates in the assigned dressing rooms. Please check on the white board at the Civic Centre and the Battleford Arena for dressing room assignments.
  4. MEN ARE NOT ALLOWEDIN THE SENIOR or PRIMARY DRESSING ROOMS!!!
  5. Music players for senior sessions must honor the schedule, or arrange to switch with another parent on the schedule.

CONSTITUTION OF THE BATTLEFORDS SKATING CLUB #1000908

Article 1  The name of the Club shall be The Battlefords Skating Club, hereinafter called the Club.

Article 2  SKATE CANADA

a.        The Club shall be a member of Skate Canada

b.        The Club shall pay such fees and other charges as shall be required of Clubs by Skate Canada

c.        The Club is located in and is a member of the Saskatchewan Section of Skate Canada.

Article 3 

a          To improve, encourage, advance skating on ice and to provide standards for its members

b          The club, with regard to any aspect of its operation is to be managed and operated by eligible members who are duly registered as Associate Members of Skate Canada.

c          The Club shall not take or omit any action that would knowingly jeopardize the eligibility status of its members.

d          To provide rules for all skating activities of its members and to qualify and appoint judges/evaluators and other officials for such activities.

e          To publish and disseminate information concerning skating.

f          To encourage participation.

g          To raise, use, invest, and re-invest money to support the activities of the Club, provided however, that no property funds or income of the Club shall inure to the private profits of any member.

h         To join with or affiliate with other organizations and association of whatever nature formed for the aforesaid purposes(s) contributing thereto.

Article 4  BY-LAWS

a.        The By-Laws, appended to this constitution, shall describe the organization and functions of the Club, the classes and terms of membership in the Club, and the means by which eligible members of this Club may elect the Club Executive and control the property and activities of the Club.

b.        The rules and regulations of Skate Canada and those of the Section in which the Club operates shall take precedence over any Club by-Laws.  Any By-Law found to be contrary to the Rules of Skate Canada shall be deemed to be invalid.

MEMBERSHIP

By-Law 1

                Membership in the Club shall be open to all irrespective of sex, age, creed, profession or color.

By-Law 2

All members shall uphold, observe, and conform to the Rules of Skate Canada and By-Laws of the Club and such regulations as set forth from time to time by the Executive of the Club.

By-Law 3

Members of the Club shall be registered with Skate Canada and pay such registration fees to the Association as set forth in the Skate Canada Rulebook.

By-Law 4

To be considered in good standing, all members of the Club must pay, within the time limits shown in By-Law 5, such Club fees as are stipulated by the Club Executive.

By-Law 5

Members in arrears of paying their fees will not be permitted to take part in any club activity and if fees are not paid within two weeks of the date set for the payment of fees, shall be considered as having their membership terminated.

By-Law 6

Membership shall commence on the first day of the skating year (September 1) or the date that fees are paid (whatever is later), and shall terminate on the last day of the Skate Canada year, August 31.  Fees, age limits, skating rules, and skating hours shall be as the Executive decided from time to time.

By-Law 7

The Executive may, by written notice, terminate membership of a member for acting contrary to the rules and Regulations of Skate Canada or the Club, or for conduct injurious to the image of the Club or skating as an amateur sport.  The Executive shall give a written explanation for the termination of membership, if requested, but shall not return any fees paid for the current skating season.  The individual, if he/she so desires, shall have the right to appeal to the Executive and to a General Meeting of members.

By-Law 8

The classes of membership, eligibility, and privileges shall be as follows:

A         INDIVIDUAL MEMBERSHIP

Non-skating members who have paid the fees set by the Club and are Associate Members of Skate Canada.  Individual members of legal age (19 years of age) shall be entitled to one vote.  All club executive members and committee chairpersons, judges/evaluators, referees, and accountants shall be registered associate members of Skate Canada.  The annual registration fee so prescribed by Skate Canada shall be paid by the Club for all executive members and committee chairpersons and for these judges/evaluators, referees, and accountants who wish to be affiliated with the Club.  Club executive members and committee chairpersons, judges/evaluators, referees and accountants with skaters waive their right to vote as per individual membership. Judges/evaluators, referees, and accountants who wish to remain non-affiliated with the Club shall be responsible for submitting their own registration fee to Skate Canada.

B            ACTIVE MEMBERSHIP

All eligible skaters who have paid the fees as set for the Club and are Associate Members of Skate Canada.  Preference shall be given to those individuals who attend a school within the Town of Battleford and the City of North Battleford (Registrations from other communities may be granted by permission of the Executive.)  Eligibility for grouping may vary from year to year pending enrollment and ice scheduling and shall be determined by the Executive prior to each skating season.  All Active Members have no vote but are represented by Special Members as in (c).

 

C                SPECIAL MEMBERSHIP

Parent or guardian of legally underage Active Members who have paid the fees as set by the club and are Associate Members of the Skate Canada.  This membership entitles a parent to vote on behalf of her/his (child/children).  At Club Annual Meetings and General Meetings, Special Members shall be restricted to one vote per family.

D               HONORARY MEMBERSHIP

The Annual Meeting of members may elect any person an Honorary Member of the Club.  An Honorary member shall be exempt from dues and shall not have interests in the assets of the Club.

LIABILITY

By-Law 9

The Club shall not be responsible for any damage, injury, or loss of property to any member of the Club, or guest, or visitors taken to the Club premises, regardless of the reason or nature of such damage, loss or injury; and further, every member, guest, or visitor shall use the Club premises and facilities at his or her own risk.

CLUB EXECUTIVE

By-Law 10

a.        The general management of the Club shall be vested in an Executive consisting of: Immediate Past President, President, Vice-President, Secretary, Treasurer, Skate Canada Competition/Test Chairperson, CANSKATE Chairperson, fundraising Chairperson, and a Coaching Representative.  All Executive members, with the exception of the Past President, and the Coaching Representative shall be elected each year at the Annual Meeting (spring).

b.        The Executive shall appoint a chairperson to the standing committees who shall look after the duties assigned to them.  All

                           Committee Chairmen must submit the names of their committee members to the Executive for approval.

By-Law 11

The Executive shall hold office until the close of the meeting at which their successors have been duly elected.  The coaches’ representative shall cease to hold office at the close of the meeting, as well.

By-Law 12

Casual vacancies occurring tin the Executive may be filled by members appointed through a majority vote of the Executive, or in the case of the coaching representative, by the coaching staff.  Also, if an Executive member is absent for more than three consecutive scheduled Executive meetings, without good cause and without prior notification to the President or Secretary, then that office may be declared vacant by a majority vote of the Executive.

By-Law 13

The President shall act as chairman of all executive and general meetings.  In his absence, this duty will be filled by the Vice-President.

By-Law 14

The Treasurer shall be responsible for the safe control of all Club funds, for preparing and submitting to the Executive an annual budget and keeping such records as are required for an audit. All cheques and legal documents shall be signed by the Treasurer and one of the following officers: President, Vice-President or Secretary.

By-Law 15

The Secretary shall deal with all correspondence subject to the approval of the President or his delegate, shall issue all notices for Executive, Annual and General Meetings and shall be responsible for submitting to Skate Canada and Section, such reports as are required by Skate Canada rules or regulations.  The Secretary shall be responsible for recording the minutes of all meetings.

By-Law 16

            The President shall be an ex-officio member of all committees.

By-Law 17

            A quorum of the Executive shall consist of five (5) members of the Executive, including the Chairperson.

By-Law 18

The delegate to the Skate Canada Annual Meeting shall be appointed annually by the Executive.  The delegate need not be a member of the Executive.  The Skate Canada National Office shall be advised of the appointed delegate’s name.

By-Law 19

The members of the Executive, members, and chairpersons of the committees and the delegates to the Skate Canada must be members in good standing of the Club, be registered as Associate members of the Skate Canada, be of legal age eighteen (18) years of age, and be eligible members as defined by the Skate Canada Rules.  A majority of the Executive shall be Canadian citizens within the meaning of the Canadian Citizenship Act.

By-Law 20

            All properties of The Battlefords Skating Club shall be under the direction of the Executive.

By-Law 21

An Annual Meeting shall be held within forty-five (45) days of the close of the winter skating season at which time the Executive for the following year shall be elected.  Other general meetings may be held from time to time upon the request of the Executive or upon written request of five (5) percent of the members of the Club.  A quorum for an annual or general meeting shall be fifteen (15) percent of the eligible voting members.

 

By-Law 22

            The Order of Business at Annual Meetings or General Meetings of members shall be as follows:

1         Reading of Notice of Annual/General Meeting

2         Reading of Minutes of preceding Annual/General Meeting

3         Secretary’s Report

4         Financial Statement

5         Report on Championships and tests

6         Report of Executive Chairpersons

7         Report of  Committee Chairpersons

8         President’s Report

9         New Business

10      Election of Executive Officers and Members

11      Amendments to the Constitution and By-Laws

12      Appointment of Auditors

By-Law 23

Notice of the Annual Meeting shall be mailed 10 days in advance to each eligible voting member.  Notice shall include time and place of meeting, agenda, full details of any proposed amendments to these By-Laws, and a complete list of the candidates nominated for elections.

By-Law 24

Voting on Club elections shall be held by secret ballot and a simple majority shall elect a candidate.  Voting on other matters may be by a show of hands.

By-Law 25

Voting for Club elections or on any matters pertaining to skating shall be restricted to eligible Club members who are registered as Associate Members of Skate Canada and of legal age eighteen (18) years of age, and to Special Members of the Club voting on behalf of their children, who are members of the Club.  Each Special Member shall be restricted to one vote regardless of how many children in the family are registered Club members.

FUNDS

By-Law 26

            All funds shall be deposited by the Treasurer in such banks or other institutions as may be designated by the Executive.

By-Law 27

            All disbursement of the funds of the Club shall be by cheque or other auditable documents.

By-Law 28

An audit of the financial transactions of the Club shall be made each year by person(s) designated by the Executive and the audited statement shall be made available to the membership of the Club.

By-Law 29

No member of the club or Executive shall commit the Club to an expenditure of more that twenty-five dollars ($25.00) without prior approval of said expenditure being recorded in the minutes of a properly constituted Executive meeting.

By-Law 30

Projects such as carnivals, achievement nights, competitions, etc. must be authorized by Executive and the project chairperson shall prepare a budget for Executive approval.

COMMITTEES

By-Law 31

            SKATE CANADA COACHES LIAISON COMMITTEE

The Executive shall appoint a committee of three (3) members who shall have the authority to enter into a contract with a Professional and/or Freelance coaches.  This committee is responsible for ensuring a good working relationship between the Club and its coaches.

By-Law 32

            CARNIVAL COMMITTEE        

This committee, at those times the Executive elects to hold a carnival, shall be responsible for the planning and production of the carnival.  A Club Professional may be appointed to produce the show but shall not assume the position of Manager or Chairperson of the Carnival Committee.

By-Law 33

            NOMINATING COMMITTEE

The nominating committee shall consist of four members, two from the Executive and two from the membership.  This committee is responsible for selecting at least a full slate of candidates for election to Club Office and shall present such a slate to the Executive at the Annual Meeting.  Each nominee must indicate acceptance in writing prior to the commencement of elections.  Nominations from the floor at the Annual Meeting will be accepted.

By-Law 34

            PUBLIC RELATIONS COMMITTEE

The Executive shall appoint a club member to act as chairperson of the Public Relations Committee.  This committee is responsible for keeping club members informed of club activities and for promoting the club’s activities in the community.

By-Lay 35

            PRECISION SKATING COMMITTEE

The Executive shall appoint a club member to act as chairperson of the Precision Skating committee.  This committee is responsible for coordinating precision skating team activities and acting as a liaison between Precision Skaters and parents, Club Executive members, and Coaches.

 

By-Law 36

            CANPOWER-SKATING COMMITTEE

The Executive shall appoint a club member to act as chairperson of the CANPOWERSKATING Committee.  The committee is responsible for coordinating the CANPOWER-SKATING program and acting as a liaison between CANPOWER SKATERS and parents, Club Executive members, and coaches.

EXECUTIVE CHAIRPERSONS

By-Law 37

            SKATE CANADA COMPETITION/TEST CHAIRPERSON

Duties of this Chairperson include arranging and supervising all tests, obtaining judges and evaluators for Skate Canada tests through the Section Judges/Evaluators Chairperson, keeping club records of tests, preparing test records for forwarding to the C.F.S.A> and encouraging potential Skate Canada judges and evaluators.  He/she is responsible for organizing Club competitions as approved by the Club Executive.  The Skate Canada Competition/test chairperson shall act as a liaison between test and competition skaters and parents, Club executive members, and coaches.

By-Law 38

            CANSKATE CHAIRPERSON

The CANSKATE Chairperson is responsible for promoting, organizing, and supervising the Club’s CANSKATE Program in consultation with the Club’s coaching staff.  He/she shall act as a liaison between CANSKATERS and parents, Club executive members, and coaches.

By-Law 39

            FUNDRAISING CHAIRPERSON

            The Fundraising Chairperson is responsible for organizing fundraising activities for the Club.

AMENDMENTS

By-Law 40

Any member of the Club, in good standing, may propose an amendment to the Constitution or By-Laws of the Club.  This proposal, duly moved and seconded must be submitted to the Executive of the Club in writing.  The proposed amendment will be presented at the next Annual Meeting, falling 21 days or more after the date of submission. No amendments to the Constitution of By-Laws shall be accepted from the floor of any meeting.

By-Law 41

By-Laws may be enacted or amended by a majority vote of the Executive whenever required.  Such By-Laws or amendments must be presented at the next General or Annual Meeting for ratification; if they fail to be ratified, they will cease to be effective and may not be re-enacted by the Executive for one calendar year.

By-Law 42

Any amendments, to be accepted or ratified, must pass by a vote of 2/3 of those present and eligible to vote at an Annual or Special Meeting of the Club.

By-Law 43

All amendments become effective immediately if they are passed unless the motion of amendment specifies otherwise.  All such amendments shall be submitted to the National Office of Skate Canada.  Skate Canada reserves the right of refusal of any amendment. Such refusal shall only be made if the intent of such amendment is to violate in principle, or spirit, any Skate Canada rule.

The functions of the Club and the conduct of its members shall be governed by the regulations listed below in order to precedence:

WINDING UP

By-Law 45

Subject to provisions of the Non Profit Corporation Act, in the event of dissolution of the Club, its property and assets shall, after payment of all liabilities, be donated to one or more recognized charitable organizations as may be decided by the Club in a General Meeting.
